is made up of 4 geographical conferences:

Bay Conference:
San Francisco-Oakland,
East Bay Area

Annually, beginning in January/February, each respective conference plays the clubs in its area.

By April, top clubs move onto a playoff structure among all conferences in order to crown a NCRFU U19 HS Champ.

For 2002, 30 teams shall make up the 4 conferences, playing toward a bid to participate in an NCRFU U19 HS Playoff structure for Cup, Plate and Bowl Champions.
