1. General Laws of the Game: USA Rugby Laws of the Game and as interpreted by Guidelines on the Application of the Laws by USA Rugby. If you need copies of these Laws, please contact USA Rugby.

2. Coaches of U19 High School Team must be at least Level 1 USA Rugby Certified.

3. Clubs must be USA Rugby Registered by February 1, of any given season. Clubs must have at least 15 Cipped Players by March 1, of any given season. Clubs must have any and all players fully registered by April 1, of any given season for playoff purposes. Cipp and club formation information is readily available through USA Rugby. For liability and insurance purposes, registered clubs must not play non-registered clubs. The non-registered club receives a forfeit.

4. Player Eligibility: Particular Player eligibility is pursuant to the USA Rugby Eligibility Guideline - National High School Championship. In sum, -Must be 18 years or younger by 9/1 of the respective year. -Must be enrolled in high school full time or full time in equivalent program leading to GED on 9/1 of the respective year. If a player leaves school before graduation or receives GED they are ineligible to play. NOTE: If graduation occurs during the competitive season but prior to the National Championship, the player is eligible to play -Players who play part or full time, or occasionally, with a college or club are ineligible to play high school rugby. -No more than 4 GED enrolled student may play for 1 club -No more that 4 non-resident "exchange students" may play for a club -Medical Insurance of $100,000 or more through personal or school offered program must exist. -Players may not change teams during a season unless permission from Area High School Chairman is granted. [These rules are readily available through USA Rugby.]

5. Team Formation: Unless waived by the particular conference, no team should be comprised of players from more than 3 high schools. If a waiver has been granted by the particular conference, a team with players from more than 3 high schools is eligible for League Playoffs leading to the Championship. Caveat: The underlying principle here is to prohibit the creation of All-star teams, yet create a level of participation for the growth of U19 High School and/or youth rugby.

6. Length of Games - Rules: The maximum amount of time for an U19 High School game shall be 70 minutes per IRB and USA Rugby Laws. -If a tie occurs at the end of 70 minutes, a "kick off" structure shall occur as follows: -3 players from each team who were on the field of play, as participants, when regulation time ended are eligible to kick. -A coin toss shall determine which team kicker shall kick first. -The 3 players from each team shall begin on or behind the 22-meter line and place kick for goal, one kicker at a time, beginning with the kicker who won the coin toss. -If a kick is missed when a respective opponent's kick is made, the win goes to the successful kicker's team. -If all 6 kicks are made from the 22 meter line; the procedure is repeated in the identical order of identical kickers from the spot between the 22 meter line and 40 meter line. -If all 6 kicks are made from the spot between the 22-meter line and 40-meter line, the kicking point is to be move to the 40-meter line. -If all 6 kicks are again made, the ½ shall be the spot from which to kick -All non-kicking players are to remain on their respective sidelines during the kick-off procedure and the match referee, alone, shall oversee the kickoff - unless level one certified referees, as touch judges, are present.

7. Games - other rules: -Yellow, red card and sin-bin laws apply. The match referee to report accordingly to the NCRFU Disciplinary Committee, if necessary. -Coaches, players, spectators are to remain at least 5 meters back from touch line and within the two 22 meter lines. It is strongly urged that if available, pitches be roped off, or otherwise designated for safety purposes. -Substitution of players is unlimited except as follows: -no substitution unless stoppage of play and referee is notified. -no substitution between 22 meter and try line - unless for blood or injury, in which case the player coming out, may not return. This is an anti-stacking of defense rule. -Players may wear IRB certified head and shoulder gear as per USA Rugby Guidelines. Girls may, but Boys may not, wear chest/breast gear.

8. Committees/Conferences: The NCRFU U19 Executive Board runs under the auspices of the NCRFU Adult Executive Board. The NCRFU U19 Executive Board is comprised of one delegate from each conference in Nor. Cal. A Chairperson, which person holds such position for 2 years, after which time the Chair rotates to the next respective conference, oversees the Board. -The Chairperson reports directly to the NCRFU Adult Executive Board. -Quarterly U19 Board meetings are scheduled as follows: 1) 2nd Tuesday in September to be held in Vacaville; 2) 2nd Tuesday in December to be held in Novato; 3) 2nd Tuesday in March to be held in Walnut Creek; 4) Last meeting of Season at Championship match. -All meetings are open to players, parents, and club personnel. Only the delegate from each conference has voting rights on issues.
